Arab Nations Rush To Block Trump’s Controversial Gaza Redevelopment Plan

Arab states are rapidly mobilizing to counter former U.S. President Donald Trump’s plan to take control of Gaza and relocate its Palestinian population. The proposal, announced on February 4 amid a fragile ceasefire between Israel and Hamas, has sparked outrage among Palestinians and Arab leaders, challenging long-standing U.S. diplomacy centered on a two-state solution.

Despite rejecting the plan outright, Arab nations are struggling to formulate a cohesive diplomatic response. According to sources familiar with ongoing discussions, critical issues such as funding Gaza’s reconstruction—estimated by the U.N. to exceed $50 billion—and the governance of the Strip remain unresolved.

Arab Leaders Convene for Strategic Talks

Gulf Arab states, Egypt, and Jordan are set to hold a high-stakes meeting in Riyadh to address the crisis. Although the Saudi government has framed the gathering as an informal discussion within the context of “close brotherly relations,” insiders reveal that the main agenda revolves around an Egyptian-led initiative to counter Trump’s plan.

The Egyptian proposal reportedly includes up to $20 billion in financial aid over three years, primarily backed by wealthy Gulf nations. However, sources indicate that no firm commitments have been made, and confusion persists over the specifics of the initiative.

One official involved in the negotiations described the situation as chaotic, stating, “Details are not clear, and there is uncertainty among key stakeholders about what the plan actually entails.”

The Shadow of History and Regional Fears

Trump’s proposal has reignited deep-seated fears among Palestinians and Arab nations, drawing comparisons to the Nakba (catastrophe) of 1948. During the formation of the state of Israel, nearly 800,000 Palestinians were displaced, many ending up in refugee camps across Jordan, Lebanon, Syria, and the Palestinian territories. The prospect of another forced displacement has alarmed leaders in the region.

Egypt and Jordan are particularly concerned about the potential consequences of the plan. Egyptian President Abdel Fattah al-Sisi worries that an influx of displaced Palestinians would include Hamas members, whom he considers a security threat. Meanwhile, Jordan, already home to a significant Palestinian population, fears that the resettlement of additional refugees could destabilize the country and inflame tensions with Israel.

For Jordan, Trump’s plan appears to align with the long-standing Israeli right-wing notion that Jordan should serve as an alternative homeland for Palestinians—an idea the kingdom has consistently rejected.

The Challenge of Funding and Governance

A major obstacle to any Arab-backed alternative to Trump’s plan is securing financial and political support. While Gulf states possess the economic power to fund Gaza’s reconstruction, they remain hesitant to invest without assurances that their contributions will not be wasted in a recurring cycle of destruction.

The governance of Gaza is another contentious issue. Israel has firmly stated that Hamas must not play any role in governing the Strip post-war. However, the Palestinian Authority (PA), which governs parts of the West Bank, lacks widespread support among Palestinians in Gaza.

Egypt has proposed a national committee to oversee Gaza’s governance and reconstruction, operating through a fund supported by Gulf nations, the U.S., and international financial institutions. Another proposal involves appointing a deputy prime minister to act as Gaza’s governor, reporting directly to Palestinian President Mahmoud Abbas. However, there is no consensus on which governance model would be most effective.

Hamas, for its part, has rejected calls for its complete removal from governance. The group insists that it has demonstrated political flexibility and a willingness to negotiate administrative solutions.

Arab States Caught Between Resistance and Dependency

Arab nations face a diplomatic tightrope as they push back against Trump’s plan while maintaining essential ties with Washington. Egypt and Jordan rely heavily on U.S. military and economic aid, while Gulf states depend on American security guarantees. This dependency complicates their ability to take a firm stand against Trump’s initiative.

Speaking at a Miami conference linked to Saudi Arabia’s sovereign wealth fund, U.S. envoy Steven Witkoff downplayed concerns over Trump’s remarks, suggesting they were merely exploratory discussions rather than a formal policy shift. However, Arab leaders remain deeply skeptical.

The upcoming emergency Arab League summit in Cairo on March 4 is expected to serve as a platform for presenting a unified Arab alternative. Still, divisions over funding, governance, and the role of Hamas could hinder any concrete agreements.

The High Stakes of Arab Unity

As Arab states scramble to respond, the urgency to present a viable alternative has never been greater. The rejection of Trump’s plan is clear, but without a coordinated strategy, the Arab world risks ceding control of the narrative—and the future of Gaza—to external powers.

Saudi analyst Aziz Alghashian emphasized the importance of Arab unity, stating, “Now, Arab states have to put something on the table. There is much more at stake following Trump’s proposal.”

The coming weeks will determine whether the Arab world can forge a credible alternative that protects Palestinian rights while maintaining regional stability—or whether discord will leave them vulnerable to external agendas.
