Pakistan Joins UN Security Council Amid Critical Global Challenges

Pakistan has embarked on its eighth term as a non-permanent member of the United Nations Security Council (UNSC), a pivotal moment for the country to contribute to international discourse. This term provides Islamabad with a platform to address pressing global issues but also introduces significant challenges amidst a polarized geopolitical landscape.

Elected in June to replace Japan, Pakistan now holds one of the two Asia-Pacific seats on the council. In July, it will preside over the UNSC, a unique opportunity to shape discussions and foster diplomatic dialogue. Additionally, Pakistan has secured a seat on the Islamic State (IS) and Al Qaeda Sanctions Committee, responsible for designating terrorist entities and imposing sanctions on them.

Key Opportunities for Pakistan

As a member of the sanctions committee, Pakistan gains a platform to address cross-border terrorism, particularly emanating from Afghanistan. Groups associated with IS and Al Qaeda have longstanding ties in the region, and Islamabad aims to highlight these security concerns.

While non-permanent members lack veto power, they hold substantial influence in terrorism-related committees, where decisions require consensus. This aspect provides Pakistan a chance to push its narrative, particularly regarding terrorism’s impact on its region.

Navigating Regional and Global Challenges

Pakistan’s term coincides with escalating tensions in conflict zones such as Gaza, Syria, and Kashmir. These regional challenges, coupled with a fractured global political climate, will test Islamabad’s diplomatic maneuvering.

The Gaza Crisis

Advocating for Palestinians’ rights has been a cornerstone of Pakistan’s foreign policy. Ambassador Munir Akram, Pakistan’s UN representative, has called for an immediate ceasefire in Gaza, unrestricted humanitarian access, and accountability for civilian casualties. Despite these efforts, divisions among UNSC members, especially veto powers, often hinder consensus.

Kashmir Advocacy

The Kashmir issue remains one of the UNSC’s oldest unresolved disputes. Pakistan continues to champion the Kashmiri people’s right to self-determination, highlighting their plight on international platforms. However, India’s growing global influence and muted international response pose significant obstacles to Pakistan’s advocacy.

Ambassador Akram emphasized, “We will continue to highlight the plight of Kashmiris and push for concrete steps from the international community.” Yet, geopolitical realities often dilute these efforts, making tangible progress elusive.

Syria’s Sovereignty

On the Syrian conflict, Pakistan has reiterated its commitment to Syria’s sovereignty and advocated for a Syrian-led, UN-facilitated peace process. However, the dynamics of major powers dominate this conflict, limiting Pakistan’s ability to influence outcomes significantly.

Multilateral Diplomacy and UNSC Reforms

Beyond immediate regional concerns, Pakistan advocates for broader reforms within the UN Security Council. Islamabad opposes the inclusion of new permanent members, arguing instead for an expansion of non-permanent seats.

“Regular elections and rotation are essential for a democratic council,” Ambassador Akram stated. This aligns with smaller nations seeking equitable representation and reflects Pakistan’s strategic interests in preventing entrenched rivalries within the council.

Balancing Principles and Pragmatism

Pakistan’s challenge lies in balancing its principled positions with the realities of limited leverage in conflicts dominated by global power dynamics. The country’s ability to navigate these complexities will determine its effectiveness during this term.

Opportunities to Promote the Muslim World’s Interests

As one of five non-permanent members from Organization of Islamic Cooperation (OIC) countries, Pakistan holds a significant role in representing the Muslim world. This position allows Islamabad to advocate for issues affecting Muslim-majority regions, from Palestine to Afghanistan.

However, internal divisions within the OIC and the broader UNSC polarization may limit Pakistan’s ability to advance a cohesive agenda.

Building Consensus in a Divided Council

Polarization among UNSC members, particularly between major powers, presents a significant hurdle for non-permanent members like Pakistan. Diplomatic agility and coalition-building will be critical for Islamabad to advance its priorities effectively.

Enhancing Global Standing

Pakistan’s eighth term on the UNSC underscores its longstanding contributions to peacekeeping and multilateral diplomacy. This opportunity allows Islamabad to enhance its global standing by shaping the council’s agenda and fostering dialogue on pressing issues.

Ambassador Akram expressed optimism, stating, “We look forward to working closely with other members of the UN Security Council and the broader UN membership to uphold the UN Charter and promote peace.”

The Road Ahead

The coming two years will test Pakistan’s diplomatic capabilities and resolve. Success will depend on Islamabad’s ability to navigate a divided council, advocate for its regional priorities, and contribute meaningfully to global peace and security.

While the challenges are formidable, this term offers Pakistan a chance to assert its role on the world stage and demonstrate its commitment to multilateralism.
